Heather Ross

Heather’s diverse experience in the insurance arena includes nearly 30 years with Risk Services. Heather frequently interacted directly with Risk Services’ captive and risk retention group clients, state insurance regulators, and other captive industry stakeholders with primary responsibility for monitoring state and federal legislative and regulatory developments and guiding compliance for Risk Services’ clients and staff in matters ranging from licensing and registration requirements and premium tax and financial reporting obligations to corporate governance and day-to-day operational issues. Heather has served as a former director of the Captive Insurance Council of the District of Columbia and an Instructor for the International Center for Captive Insurance Education (ICCIE), and she currently serves as Vice Chair of the Government Affairs Committee of the National Risk Retention Association (NRRA), a national organization representing risk retention and risk purchasing groups formed under the federal law
