What is the Liability Risk Retention Act (LRRA)?

The Federal Liability Risk Retention Act (LRRA) is the federal statute that authorizes and governs risk retention groups (RRGs) and purchasing groups (RPGs) in the United States. Enacted in 1986, the LRRA expanded earlier federal legislation to address widespread instability in the liability insurance marketplace. 2026 marks the 40th anniversary of this landmark legislation — the central theme of this year's conference.Learn more about the LRRA →
